Administrative Litigation

Mr. Carpenter has extensive experience litigating against the government of the United States in a number of contexts.

  •  Abrahim-Youri v. United States, 36 Fed. Cl. 482 (1996), aff’d, 139 F.3d 1462 (Fed. Cir. 1997), cert. denied sub nom.
  •  Seattle Audubon Soc’y v. Lyons, 871 F. Supp. 1286 (W.D. Wash. 1996)
  •  aff’d, 80 F.3d 1401 (9th Cir. 1996)  (challenges to the Clinton Administration plans related to logging in the Pacific Northwest).

Government Contracts Litigation

Mr. Carpenter has represented contractors and subcontractors in litigation arising from state and federal procurements. These have included prosecuting and defending bid protests, as well as claims and terminations.
